English Councils Intend to Dispose of Social Clubs and Leisure Facilities to Balance Books

Based on a latest poll of municipal councils, English councils are preparing to sell social clubs, sports centres, and retail spaces as they bet on a rapid disposal of properties to balance the books.

Increasing Financial Challenges Drive Asset Sales

A coalition of councils representing major urban areas in England stated that 60% of local authorities are planning to sell assets to meet the rising costs of social services for vulnerable individuals.

Local governments have in the past come under fire for disposing of public land and open spaces to support their budgets, but they contend they must proceed to raise vital cash from property disposals or face insolvency.

This coalition noted that a significant number of councils seeking to generate funds from a quick sale of holdings represented “a clear change from 2024, when the largest share (60%) of local leaders stated they would focus on service redesigns and using financial reserves to manage growing financial challenges.”

Detailed Cases of Proposed Sales

One local authority in southeast England said its property management strategy included the disposal of a shopping centre in Rainham and a social club in another town to raise £20m over five years.

  • A local golf course and business parks owned in two English counties, which all provide rental income for the authority, will also be disposed of under the plan.

Local Levy Increases and Wider Financial Strains

The survey of councils in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of authorities will have to raise local levies next spring to address the rising cost of core provisions, increased rates of housing insecurity, and a persistent accommodation deficit.

Medway council said it will press ahead with property disposals after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are taking innovative approaches but certain measures require time to deliver both improved services and financial savings,” said Vince Maple.

He continued: “We face population challenges which will continue to add to the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Trends and Forecasts

A survey of regional authorities recently also found council budgets being strained by the increasing figures of young people and older individuals needing Send support.

A network of councils projected that council deficits will hit £4.4bn a year by 2029, as they struggle to cope with increased demand.

Government officials have delayed planned reforms to the special educational needs framework until next year after a policy document setting out those reforms has been postponed.

Disadvantage and Financial Gaps

According to the latest deprivation measures (IMD) covering English councils, many key cities members were among the most deprived in the country.

  • “Member cities like several major towns place in the most deprived 30 across the country under the latest IMD measures,” said the report.

“Although only one key city is in the top 10 for deprived neighbourhoods countrywide, cities are far more likely to be in the worst-off 20% of the nation. The figures underscores the extent of difficulties confronting municipal officials across major urban centers in the coming year,” the report added.

“Local government leaders have been explicit about the need for a fair and sustainable financial structure that accounts for and addresses the actual extent of disadvantage and need,” said a council leader.

“Without this, councils will continue to face impossible choices around which essential services to fund, and which to cut, to the disadvantage of their communities.”

A fifth of councils have cut or compromised social care provision in the past 12 months, the survey revealed.
